[Lowfer] medfer TIL on again ~1704.830Khz---New antenna

Medfer TIL is on a new antenna and Steve VE7SL reports seeing the signal =
locally. Vancouver to Mayne Island.

Conditions seem up so I'll leave it on for the evening.

~4mW into my loaded hifer antenna...
