The name vaguely rings a bell, but what's the call sign please, Mike?
There have been a number of experimental licensees who never transmitted a
watt. And there are others who obtain licenses with their own private
experimental programs in mind (usually for proof of concept or development
of commercial gear in one form or another) and thus do not seek the
attention or cooperation of anyone else. I halfway remember the subject of
your inquiry being one of the latter.
Remember, we wannabee-LF-hams are the newcomers to Part 5 licensing in this
part of the spectrum.
