Your ground conductivity is similar to mine. In Iowa I was intrigued at
an 
early age by the country telephones with the single wire running to the 
houses plus ground rod. That wouldn't have worked in this area. We aren't
as 
dry as you are but even the damp sandy soil shows minimal conductivity 
between ground rods.

No room to place radials below or above ground?
