I think the 700 mA is "Ashlockian" loop current. The 200 mA is typical
vertical antenna current to be expected with 1 watt dc input.

With my 137 kHz beacon - I have 6.5 Amps when the current meter is inserted
into the loop..... but only about 1 Amp when connected to a resonant
vertical.
