There's no beacon there, so it must have been something else. Assuming your
frequency cal is OK, it wasn't a nearby Loran line. You should have seen
Loran lines at 137,776.104 and 137,781.124 from the Northeast U.S. chain.
With fading and noise, weak stable signals can easily be chopped up enough
to look like QRSS. That's one big advantage for frequency-shifted modes like
DFCW.
VO1NA was definitely transmitting on 137.777 kHz last night, but with long
gaps for listening or whatever.
