[Lowfer] TH is back

TH is back on the air following antenna troubles caused by two windstorms.
Carl reports that his "top radial" count is down from 27 to 21. Ray Soifer
has copied TH audibly, and I have (barely) seen it visually with Spectran.
The current frequency is 189.438 kHz, but that is subject to change with
temperature. Ray and I both feel that the signal is weaker than normal, so
something may have been lost in the fix-up.
