[Lowfer] Don't tune up with your tractor nearby + no more phase noise

Bill, Jay, Guys,

Went out to make some measurements today at the "USA" loop.
Got the scope out there in the bucket of the tractor, made my measurements,
tweaked resonance, and came back inside.

Later in the day I found the signal level was down a couple DB on my
refernce antenna.
Later..  like just now in the dark I went out and found the rsonace to be
off again.

Repeaked the antenna again a few minutes ago    MINUS THE TRACTOR detuning
mechanism.

All better now..

Also found a problem in the HP synthesizer, replaced the baord and hopefully
no more FM

USA is back on.
