If you're talking about VLF SSB I think one of the Jackson Harbor kits
worked "in reverse" will do it and I have ordered a couple to play
with. Feed an HF transmitter SSB output (suitably attenuated, of
course) into the signal input and take the VLF SSB signal from the
"receiver output". Would need amplification but that's no big deal for
anyone who builds his own stuff. How many of you do?

I have a tube-based transverter I used to go from 80 meters to VLF. If
anyone is interested enough I could dig it out and trace out the
schematic, which I have long since forgotten. Built it in 1976 and used
it back then for a number of local LA contacts on CW and SSB. Only
local left now is PLI.
