Hey Eric,
I just emailed him the complete PDF file of the FCC document FCC-03-105A1
and asked him to read paragraph #20 which states that a Part-5 license would
allow empirical data to be developed on the sharing possibilities in the
136kc band for future consideration.

My application is now not dead in its tracks like it was last week. Here is
the latest info I just received.

IRAC (interdepartmental radio advisory committee) is the Government
counterpart of the FCC:  We will wait for their comments, which may affect
decision whether or not to grant application.

Good news, Mike!  Which point did you make that you think was the one that
