[Lowfer] Experimental Call Signs

Doesn't make sense to waist a callsign does it? I am hoping for an answer

Please don't get me wrong, here! Issuance of a call sign is usually done
automatically upon receipt of an application. It does NOT mean that anything
has been granted! I was just commenting that it was odd to bother to issue
the call sign if they were just going to deep six the applications.
