[Lowfer] MedFER CT in full-time QRSS3 mode (on 1704.966 KHz)

I have put my MedFER beacon "CT" in full-time QRSS3 mode.

In the past, it has either run 100% PSK31, or alternating QRSS3 and 
PSK31 - but that had tied up my high-tech control computer (a Tandy 
Model 100...)

At the moment, it uses a program that I threw into a PIC16F675 - and the 
timing should be within a few percent of being QRSS3.

The measured frequency of the carrier (at the moment) is 1704.966 KHz.

The crystal (which actually operates at 4x this) is in the roof-mounted 
transmitter outside, so it tends to drift a few Hz with temperature, but 
that isn't likely to be too big a deal with QRSS3.  The way the keying 
works (the CW keying is an afterthought) results in a backwave that is 
down only about 16 db or so - so if you can see the backwave, you are 
doing pretty well...

Presently, the antenna current is about 65 mA as measured with a 
calibrated thermocouple RF ammeter.  Pictures of this beacon, antenna,
