I dug out the oscillator and it is a 12.8mc 1ppm device. Stewart wrote on
the paper that it measured 12.799985mc.

Yah, then possibly divide down even further to gain some more stability? I'm
not sure what the stability spec is for the 10.7mc oscillator in terms of
drift in Hz per hour. Can you find this out? Even one Hz per hour (probably
the most drift you could tollerate in a QRSS30 display) would be a tight
1/10,000,000 or .1PPM drift for the oscillator.
