[Lowfer] Part 5 License

I have been away for the past three weeks; I see that there is a plan afoot
by Mike WE0H and others to apply for a Part 5 license. I would like to be
included in the filing if it�s not too late. I would be happy to contribute
to writing the application and the license fee. I have been a longwave
listener for more than 20 years now and would very much like to experiment
with narrowband modes in the 136 kHz region.
