Bill lists several points as ideas on a special application for part 5.
His fifth is not accurate as per my reading of the prior ref on part 5.

Chriss's post included the FCC text:

" Nevertheless, upon a satisfactory showing that the proposed
communications are essential to the conduct of the research project,
authority may be granted to communicate with stations in other
services
and U.S. Government stations."

Meaning they would have to be petitioned with valid arguments to show
cause.

Just a point to be made.
