This was in Connecticut, when I lived there. I was with the state Office of
Emergency management.

As I remember it, they were told they could re-broadcast the audio if it
came via a phone line but could not re-transmit the actual broadcast. The
state paid for an audio feed.

But that was a while ago. They may have relaxed/changed that. The point is
still the same.
