I expect that you are correct regarding what they told you about their
license.  That's not an automatic requirement of the FCC.  Part 5 is not
tied to Part 97.

As you delve through the rules, you will come across wording to the effect
that equipment operation must be by persons qualified to carry out the
experimental program.  It's deliberately worded broadly.  It appears to be
SHMRG's choice to establish ham licenses as the qualification that they
incorporated into their license application.  Many stations under Part 5
utilize staff with commercial licenses of various kinds.
