I suspect it more likely would have returned the the slightly slower pace of
experimentation that existed before the surge of interest that accompanied
the last few years of ham enthusiasm.

By the way, has anyone noticed the irony of the FCC saying "no, you can't
have a piddly 1W EIRP as a ham on LF, but you can apply for experimental
licenses where we'll let you go to several watts on the same frequencies"?
