Yes,called a Petition for Reconsideration. It's not a "petition" in the sense of gathering a list of signatures, but just an ordinary filing that clarifies matters that may have been mistaken, comments on faulty conclusions, etc. It must directly address the matters in the denial, or its will be dismissed outright. I suspect it can only be done in formal fashion.
