[Lowfer] UWL LowFER/MedFER update

This should be my final update for the summer -- or at least until I get 
the solar power wired :) 

LowFER "UWL" 185.3003 kHz now running QRSS60/10wpm CW alternating.
MedFER "UWL" 1702.000 kHz now running QRSS3 0-29 minutes past the hour, 
8wpm CW 30-59 minutes past the hour.
