Here's a rough idea: The small coil with 245T on a 8.8" dam form has about 
15 ohms of DC resistance. You have to ~ double this resistance to account 
for skin effect losses. That yields 30 ohms of AC resistance. Let's figure 
40 ohms for your not-so-perfect ground system. The total system loss is, 
then, 30 plus 40 or 70 ohms. If the new coil has a 12 ohm AC resistance you 
will have a total system resistance of 52 ohms or an improvement in radiated 
power of 70/52 = 1.34X ....unfortunately, is isn't much.

Here's where the improved ground system comes in. If you can achieve a 
ground resistance of 18 ohms, by using ground radials, your system 
resistance is now 30 ohms and you will see an improvement of 70/30 or 2.3X.
