fer sure. If you dont have your orig lic. write Gettysburg and they will
verify that you were lic. prior. I never kept the old ones and I kinda
remember
that the FCC Kept them as they were for a long time issued conditional.
I had to do that.  

when you see the VECs may as well take the upgrade written test as well
mostly need to know new regs and band plans and operation types etc etc
