Not to worry (about repeaters, anyway). An LF to 2m repeater would not be
legal in the US.
"97.205 (b) A repeater may receive and retransmit only on the 10 m
and shorter wavelength frequency bands except the 28.0-29.5 MHz, 50.0-51.0
MHz, 144.0-144.5 MHz, 145.5-146.0 MHz, 431.0-433.0 MHz and 435.0-438.0 MHz
segments."
But I don't think there's anything to prohibit a remote receiver, or even a
complete station, that is accessible via the Internet. There are several HF
stations operating that way now. Could someone who doesn't even have a radio
use this kind of system to claim DX awards? That's possible, and with human
nature being what it is, it's highly probable. But you don't have to wait
for an LF ham band to experience "cheating". It has happened on the LowFER
band, and perhaps still does. I have gotten a little ticked off when I spent
the effort to copy a so-called "LowFER" beacon, and then found that the
station was running *way* more than 1 watt, or using an antenna that did not
fit within the Part 1 rules. But that kind of operation doesn't "destroy"
the band. Only if you let it get to you...
