[Lowfer] Alternate Morse code test

The Morse code test was an international treaty requirement for amateurs
operating below 30 MHz. This requirement was dropped, effective July 5th of
this year, at the World Radio Conference. Switzerland immediately dropped
the code test for its hams, and Great Britain followed suit on July 25th. It
will take longer in the US, because of the rule-making procedures the FCC
must follow, but I expect that it will happen eventually.
