13558.0 plus or minus 50 Hz or so. He's sending CW, so the copy is audible.
The reason he chose HS for his LF beacon and HI for the HF beacon is that he
uses a motor with breaker points, and it's easier to stick with dots. Just
keep the receiver on 13558 -- you'll hear him eventually. He's a good  250
miles from RY, so similar propagation condx may not apply.
