A license and construction permit from the FCC Office of Science & Technology traditionally takes months... some inexplicably slower than others. XSR was very speedy by comparison.
The applications will be run past other radio-related agencies; they don't treat them lightly. Turnaround time may depend somewhat on coordination "windows".
The decision of the judges is not final, as XSR found out (600m privileges granted, then rescinded).
The applicant might get a pop quiz on the phone on the technical aspects of the application. They might also ask a question by letter or e-mail, on some application detail which seems unimportant. I guess it's all part of sizing up the applicant.
