A recent bit of information on "New Band timing" from my friend Chris
Imlay, W3KD, the ARRL General Counsel.

Hey, Tod. Congratulations on the Honorary VP election (applause). Now how
about showing up at a meeting???
The word on the LF allocation is that we are firmed up (in an order
scheduled for end of March) on the 135-137 kHz allocation, but that we won't
get (for now) the 160-190 kHz allocation. We can go back to the trough on
that later, since the international allocation is the more important of the
two, right?
The order is already written, and it won't change with any further lobbying.
For the record, we were at one point told by OET that we had made our case
for both bands, but they pulled back on 160-190 because of utilities whining
loudly after 9/11 about security (which is a joke, given the alleged ease of
disrupting these systems, which are Part 15 and unprotected anyway).
