Radiation resistance isn't a loss! The current that flows through it
produces electromagnetic waves, not heat. The same current flowing through
the copper and equivalent ground losses DOES produce heat. So saying that
you reduce the dimensions of the loop until the radiation resistance drops
to 1/4 of its original value is a total non-event if you disregard the
copper and ground losses.
