[Lowfer] Experimental antenna?

From what I few many Military and Government entities do this, though at
much lower frequencies than where we operate. I seem to re-call hearing
about a Soviet system that pours something like 60,000,000,W into the earth
and gets an ERP of about 3W. I did some searching on the internet a few
years ago and found several references to this, but I have no bookmarks of
where I found the info.
