I'd take a crystal oscillator and divide it down until I had a square wave
with a period of 60 minutes. That would be 30 mins on and 30 mins off. I did
that ages ago back in the TTL days to trigger a time tone for a radio
station. The last division step needs to be a divide-by-two to get the
square wave.
