[Lowfer] WA sequencing both loops

WA is being alternately sent on both the regular pipe loop and the smaller 
test loop. I'm looking at it on my ARGO computer at the moment and it 
appears the frequency is close to 185.300 but the slant is a bit strange. 
I'll work on this tomorrow.

Would appreciate if any of you can give me a signal comparison. Later on I 
will send alternating 30 sec dashes so John and Jay can give me a more 
accurate comparison on the surface wave signal.
