[Lowfer] No XDW in CT

They don't fall if they are installed properly. Mine has been iced up and
also survived two 100mph windstorms. It's the same loop I put up whenever I
started Lowfering. I give Bill Ashlock credit for such a well-engineered
design. It works, period, and is strong enough for Minnesota seasons.
