Well look at OUR 30 kHz. You can't exactly say we use much of that with our 
huge group of.... say 15 (?) active operators needing a bandwidth of ~1 Hz 
each. There's room for 2,000 times that number of operators! Besides, low 
frequency has a lot of neat characteristics not found at 540 to 1700 kHz.
