I'll only comment on your first questions, as we have some smarter people
here to handle the others:

Actually, I've been thinking since last week that the blackout could have
the reverse effect. Perhaps the FCC would now be unwilling to approve
ANYTHING that could be seen as a threat to power transmission. This would
prevent any possible finger-pointing from the power industry should there be
a repeat performance (regardless of how ridiculous the premise could be). If
this is true, then there would be no further LF experimental approvals, so
we should know in the next month or so.
Regarding your comments, I think it's unlikely that the power companies
communicated anything really negative to the FCC. They would not voluntarily
provide such ammunition to a government agency.
