Hi, Dale,

The programs Jay suggested are good ones, I've been told.  Let me suggest 
another:  The GIMP (GNU Image Manipulation Program) available at 
http://www.gimp.org and it is free.

Even if you only have windows for an OS, that ok ... it works with that, 
too :)
