I very much doubt this since there would still be a huge electric field
surronding the the lower leg and the soil resistance would have to represent
at least a moderate loss to this field. True, the antenna return current
would not depend on the conduction of the ground, as it does for the std
vertical. All leads to the antenna and/or final would have to be fed with a
isolation transformer to maintain a balance .....but not a real probelm, I
guess.

Not sure about this. I'll look at my books, later. This antenna might just
work! Of couse the antenna would be effective only at sites with minimal
folage near the antenna - like for any vertical.
