[Lowfer] HiFer DER changing format and call to NW

I am changing DER over to a different mode.=20

I was going to try QRSS3 or some alternating format, but we already know =
that that works pretty well so I am going to try something a bit =
different. Something sort of in between QRSS and DFCW. I am keeping it =
at the low end of the band partly because nobody is there and partly so =
I don't have to sort through my XTALS, although I was tempted to squeeze =
into the 555 cluster..
The new transmission is at 13553.140 and is about 10 Hz wide and =
viewable in QRSS3 mode.
The new call "NW" represents the Northwest, as I am in Oregon and the =
reason for the change will be obvious if you see the signal.=20
