A good book (I know it isn't a site) with some info on propagation is:

Ionospheric Radio Waves
by Kenneth Davies
Blaisdell Publishing Company
Waltham, MA (1969)

I've seen it in several university libraries and although it is a pretty theoretical tome there are lots of good nuggets in there.
