Not exactly. There was indeed the "Communications Department" with its
traffic reports, but there were plenty of construction articles in most
if not all of the pre-WW2 QST's, and plenty later than that. Today it's
kiddy stuff mostly. It's interesting to read the "traffic reports"
between about 1920 and 1923, as they gave breakouts of how many messages
were handled by spark and how many by CW. At the end of that period
spark was gone........
