Another thought on the subject:

I would think that IF the code requirement is dropped or reduced, the level 
of technical competence required to pass the written exam could be 
increased. This would tend to offset the concerns of the hobby turning into 
a CBers paradise. The last time I took one of trial exams for the General 
Class ticket on the Web I was appalled by the low number of questions 
relating to basic electronic theory. Isn't this a far more effective 
'filter' in weeding out the unqualified from the qualified applicants than 
something related to a neurological trait? Seems like there were more 
questions on the exam relating to operator safety than theory. I even 
question the need to know the exact details of all the Ham band frequencies 
and limitations. These could be part of a 'station operating frequency list' 
required to be located near the transmitter at all times.
