Considering that the FCC's field meters use loop antennas and actually
measure the H field rather than the E field, he would have had an
interesting argument. Such meters are calibrated in E field units, based on
E/H=377. And yes, they can produce interesting results under near field
conditions where that relationship doesn't apply.
