Lyle's opinion expressed above represents about half of the Lowfers I have 
had contact with on this subject. The other Lowfers (including myself) 
believe that whatever one can fit within a 15 meter tall cylinder having a 
15 meter diameter is OK. This opinion is also stated in the ARRL Antenna 
Book. The loop guys with their 15 meter per side dimensions are believers of 
this interpretation as well.

Seems to me that either interpretation has served the 'Lowfer cause' 
extremely well because it has placed, in addition to the 1w limit, a limit 
on interference to other services ........... and more importantly: It has 
placed everyone on a reasonably level playing field (with some handicap to 
the upper interpretation). AND there is no question in my mind whether or 
not the TX Lowfer loop in the US would have evolved had the cylindrical 
definition not been an option.
