Neon bulbs?  They don't make particularly good static drains for solid state
gear, as they don't fire until the voltage has gotten rather high (90V or
more).  A continuous drain would entail a moderate/high value of resistor to
ground, or a good RF choke.

However, none of the above can really handle enough current to be effective
in case of a secondary discharge during a lightning strike.  There's no
substitute for being disconnected and well isolated from an antenna during a
storm, though static drains and commercial grade surge arrestors do have
their place in a good receiving system.
