It's actually governed by candy. It goes away around the time that kids find
candy hidden all over the house in the spring. It comes back around the time
they put on scary costumes and hassle the neighbors for candy in the fall.

On the other hand, it really never goes away. You just have to set your
sights lower, but you can still have a lot of fun on a regional basis
(assuming that other people are active within a few hundred miles).
