I would add the further thought that the proposed format is only a couple of
frequency shifts away from the complexity of JASON mode.  With five
frequencies to deal with, the proposed method complicates the reading of
what is fundamentally still Morse.  Add a few more frequencies and it
becomes readable only by machine--but with the advantage that each pair
gives you an entire character, not just a single element of Morse.
