Interesting article, John.  The Commission could, of course, issue a separate
Report and Order for the other two bands.  Or, they could keep them bundled
together and simply wait for a resolution of the other matters.

Once the Order is issue, it must be published in the Federal Register. 
Another 30 or 45 days must then elapse before it takes effect.  So, we might
be looking at Spring at the earliest, then.
