There is an article on the ARRL web site about attempts to resolve the 5 MHz
band situation. It concludes with the first guess I've seen about the time
frame for establishing at 136 kHz band in the U.S.:

"Until the latest problem arose, the FCC had been expected by early next
year to issue a Report and Order on proposals for the 5-MHz band, a new
low-frequency allocation in the vicinity of 136 kHz and primary Amateur and
Amateur-Satellite status at 2400 to 2402 MHz. "
