Yes that's unmistakably WA.

This is a discussion Mitch and I get into from time to time since he can
receive WA (523mi) just about any time his noise level is low - and it's
never been resolved. My feeling is that the signal would have to be that
same strength day after day as long as your local noise conditions are low -
and I'm pretty sure it is not the same strength. In fact totally missing on
some days, right? I suppose the cancellation effect from ground and skywave
signals has a good deal to do with what you observe. Jay's signal might be a
good mix of the two.
Even though skywave is the predominant mode for distant night-time signals
there can still be a -20db, or so, day-time skywave signal on LF. I think
that one of my switched radiation level tests two years ago indicated that
in the winter season Mitch can still see WA at 10mw input power during the
night, or 20db below 1W, when conditions are good. This indicates 24 hour
copy is possible, especially since the daytime noise level is much lower.
