[Lowfer] rld beacon

I am having problems with my final due to using it on another project and 
basically destroying it.  Anyway rld is off the air for a while.  I hope to 
make some antenna improvements as well as package the whole 
divider/oscillator in a better enclosure.  I will post when it is back up 
again.
