I did not intend to imply that that an amateur band would be secondary to
Part 15 or PLC's. As with 136 kHz, we would have secondary status to the
licensed users of that spectrum. The FCC clearly spelled that out in their
136 kHz proposal.

But I do not disagree with your comments about the power companies. One
would think that with such a delicate network, they would have sought
official regulatory protection decades ago <g>.
