John,
I like all of the features of your proposal with the exception of the
no-size limit on the antenna. I would propose a reasonable limit like a
100ft tall x 100ft radius cylinder (or maybe specifying the volume of the
limiting cylinder?) to keep the crazies (like me) from going 'hog wild'.
